That was my main thought

a lot of money and time and eventually you start to see a return, and it's probably considered that the PL return is the one they've been waiting for. But it's not for the fainthearted, or the impatient, which is where a lot of owners seem to sit (ref Third tier club in Suffolk). And as every club who has been promoted knows, the returns aren't cash in the bank to look at and admire.
