Boring answer, however... I'd say it depends on maturity and circumstances

When our kids started secondary school, it seemed like a logical point for them to have one (as they were now up the cidee) - albeit that was aged 11.

If your 10 year old is a total f**kwit (although I'm sure they aren't) and may lose or damage it in five minutes then perhaps not.

But properly managed, there is nothing scary about it if you gently manage their access/settings and start them of with something cheapish (in my opinion).
