Ballboys/girls are from the elite development squads

Junior canaries can apply to be mascots (at a cost) but not ballboys, afaik...

Prem league mascots sell out almost instantly, so that ain't easy either

However, best thing as a junior canary is to be invited to the christmas and halloween parties where you can meet and chat to most of the squad, get stuff signed for free, etc.
