There are some straightforward answers to those points though I think

The prem season was under the new membership system such that ability to get tickets was not linked to previous loyalty. As such, historically very loyal supporters missed out and would otherwise lose the status they built up by going to games that were not popular.

There can't be credit given for the 2k games last season because some people were in tier 3 areas and not able to go.
