Yep all the way down to Tier 9 or so, for me

Otherwise you're missing a real opportunity to galvanise the grass roots of the game. Money to go on infrastructure, community outreach and so on and not transfer fees/wages. Could massively help the national game (and incidentally the national team) for a relatively small input compared to the money sloshing around the Prem.
