Yeah getting them down to 18 teams will likely get them very close to control of votes...

Then no doubt it will be 2 down 2 up and most clubs outside of the "BIG" clubs will only be able to aspire to be yoyoing every few years as the access to Champs League and Europa league money will just be the same 10 clubs over and over.
