I doubt they'll be paying much bigger wages than they do now

In fact I believe there will be a salary cap. This isn't to enable them to spend more on players - it's to enable them to pay the same but now make a big profit (because they have a bigger share of the income) so their owners can roll in the money.
That said, Prem TV rights will reduce so everyone else will be spending less. Thus them spending the same does give them a huge advantage (except they'll be playing their backups in domestic competitions).
