Well, we don't actually know

All they've said is:

"20 participating clubs with 15 founding clubs and a qualifying mechanism for a further five teams to qualify annually based on achievements in the prior season."

So we don't know what that 'qualifying mechanism' will be. They could, for example, have a rule where if you win it as a qualifier you automatically qualify the following season.

Anyway, I don't think a qualifier winning it will be very likely once the thing beds down, given the difference there will soon be in resources. (If it pans out as they hope.)
