I guess as FIFA and UEFA and the various FAs are the registration authorities

They could just revoke the registrations of players at certain clubs. So they won't have a license to play in the games and competitions of those bodies that are against it. For the clubs there must be T&Cs that they sign up for when entering competitions for being in breach of those with invalidate their participation.
