Is it just how much they're prepared to invest though?

Fans of some clubs (certainly I've seen it from Stoke and Bristol City fans and I'm sure they're not alone) complain that FFP limits what their owners can put in. And then moan that we keep getting pointlessly promoted and then instantly relegated again because we have poor owners while FFP stops them (whose rich owners would - supposedly! -allow them to compete properly in the Prem if they did go up) are prevented from competing with our parachute payments and getting there.
