Reffing consistency

We have seen EMI sent off for apparently a bad foul but the bad foul on EMI on Saturday was not even deemed a yellow?

I wonder if the FA ever get refs in to review consistency in decisions .for example sit them round a table and show a load of decisions and then discuss them
