No it's not

odds change for lots of reasons, and only some are concerned with actual prospects of a particular outcome. Obviously, the odds of a victory with moments to go in a match will reflect accurately the likely outcome in fact, but if a horse is 5-1 at lunchtime, and 2-1 10 minutes before the race, that doesn't mean that its actual chances of victory have dramatically increased in the meantime (assuming nothing has happened to any of the horses/riders in question). You're confusing bookies' odds with the real world of people and events.
