eg if you remove the 'to' before deliver in 5.1, you might get to a very different place (more in line with the EU's interpretation).

Underscores the importance of proper clause structure and plain English drafting. That single sentence in 5.1 is trying to cover way too much. They should have broken it down into more sub-clauses.
