Essentially that no sane company would commit to the type of agreement that the EU thinks AZ has signed up to.

As I posted before, this is all about global supply chains at the end of the day. The BioNtech vaccine needs precursor materials manufactured in the UK and in the US.

There is no option for the EU to force AZ to supply them from non-EU locations and if they start trying to restrict outward flow of vaccines, they will rapidly face issues with inward flow of precursor materials.

They just need to work with AZ to try to increase the rates at which vaccines are made in the EU factories. I really hope they make rapid progress with this.
