If it was set up right we'd be behind it

The ways of circumventing it play into the hands of the wealthy owners - and don't fix the issue.

Not sure there is an easy solution to be honest, but what was proposed would be just as patchy as FFP, which, as others indicated, would be fine if it had teeth.
