lockdowns must have an impact on transmision

the problem is that they also have an impact on everything else ..... and the "everything else" must be weighed against the effect of the virus on those badly affected. We're going to be dealing with the mental, social, economic, educational etc effects of lockdown for many years to come - and I'm afraid that I still think that in retrospect we will come to see that those effects were far greater and more damaging to many more people (& over a longer time, given that mainly they're very much younger).
