Other reasons to think they might achieve it -

unlike eg PPE, the vaccine roll out is (if anything) the answer to the problem - so the motivation to get this right is very great

and - no judgment is involved, no balancing of risks/benefits etc - it's a practical task to be achieved as quickly as possibly

and - everyone agrees ...

and - the political pay off is enormous - if they vaccinate as suggested, then we get going again quite soon - contrasted with which the EU is in a right old mess re the vaccine (as Boris hinted last night) .... I suspect we'll hear (much) more of that as the weeks go by ...
