You are reading it wrong

The "played or touched" referred to here is the initial pass forward by Mario. ie. a player is only offside if he reacts to that pass. What it means it that you can be in an offside position, but not offside, until you react to that pass. It's been the rule for YEARS and there have been thousands of similar goals scored.

The pass from Pukki is the next phase of play.
