It wouldn't surprise me if what you are suggesting would be unlawful on the basis of age discrimination.
A key factor in determining who to vaccinate at the moment is age. Thus, a person who has not received the vaccination on account of their age may argue that they are being discriminated against if they do not have access to tickets which are only available to those that have received the vaccine (i.e. older people, generally speaking).
I know that ideas such as 'vaccine passports' have been mooted, I wonder whether government lawyers might have mentioned something along the lines of the above to ministers and which has scuppered those plans.
