Two points on this

1. Some insurers take your willingness to go for fully comp as a more responsible measure and therefore it can actually work out cheaper
2. Search specifically for teen insurance - we did this for my neice and she saved hundreds

You will likely still need a black box in your car to get the cheapest rates
