Have to agree with Larrald, it doesnt make any sense.

The 2000 rule applies regardless of how big your stadium is which again makes little sense....or how many you jam into one stand?

In my mind this is a foot in the door tactic that should see the crowds gradually increase.

If the argument is that there is 2000 in a stand that holds 8000 then why not 7000 in a ground that holds 28000....
