what makes you think Ipswich are likely to go to tier 1 before Norwich?

New cases are higher there than in Norwich at the moment (126 per 100,000 in the last week, vs 110 for Norwich). But is there something else going on? Are their hospitals under less pressure or something?

Just wondered if am not aware of something.
