By serving pie and chips to people in the Gunn Club who will be sitting down its consider a restaurant which means alcohol can be served. The difference with the concession stands in the concourse they will be considered a take-away service so the food has to be eaten off premises (outside the ground) which isn't ideal if you've come to watch the game. That is why the club is still waiting for approval. Agree it doesn't really make sense but its not the Club's fault its dictated by the authorities.
