I think that must be the point - the numbers aren't really about

what happens inside stadiums. they're about how many people they think you can safely get to and from grounds etc. (obviously will differ ground by ground, but they've got to come up with something.)

not you really would want 10,000 people all walking to carra, queuing up etc
