No what it is saying is that of those on whom the vaccine did not work so as to prevent

then getting Covid, none had to go to hospital.

The suggestion (and only a suggestion I presume at this stage) being that even if it doesn;t 100% work so as to prevent 30% of people contracting covid (although with two doses it was only 10%), it may well be that it does enough to reduce the symptoms so those who do still catch it don;t get as ill.
