But I would have thought that any rational assessment would say that if you have a choice between vaccinating (a) someone in their early 60s who could reasonably expect another 20 years of enjoyable life or (b) someone in their late 80s who has dementia, doesn't know if it's Tuesday or Christmas and probably only has a couple of years left anyway, you choose (a).
