but Bradford, Barnsley & Watford all got promoted with much smaller wage bills.
And more recently, I would be amazed if the wages paid by Preston or Derby were 2/3rd of what City paid to get promoted.

Big wages does not guarantee success (ask Wolves, Leeds & Ipswich)
