I would

say to him politely and reasonably that you are a bit surprised by his bill because as you understand it he's only spent the extra time because he's had to come back to make good his own defective work. Say you don't want to fall out about it (unless you do) and that you're sure you can work something out but you really don't think it's fair to be paying him this full amount. If he's a straight bloke he'll see the force of this and a reasonable approach usually works.

Or tell him to FRO the cheating scumbag, that often works too
