yep, it's pretty clear from looking at the map

that infection rates are highest in high density, industrial cities. Places where living and working conditions are simply more likely to spread the virus.

To be honest, the rate in a city like Norwich is probably even more shameful than in the north or the Midlands. It's isolated geographically, not much high density housing, relatively low numbers working in factories. And still it has infection spreading through the community.
