There's got to be a way

The rules looked so mind-bending that I'm not sure it'd be possible to pick through the practicalities unless you were used to working with it.

There seemed enough caveats that I'd guess there's wiggle room. Interesting to see.

Do the percentages kick in for the period or only for the period that someone is eligible... For example?
