Those with better education/wealthy backgrounds are more likely to go to top university's

87% of population being white British.

Oxford currently has 64% white British students.

I don't disagree that there are less non-white people in positions of power.

However the current chancellor is not white, the previous chancellor was not white. and the previous PM was a woman.

over time things will be come more balanced with more multiculturalism.

Funnily enough with brexit it is likely we will have more non-white (european) people enter the country.
