Shirley, The EFL can refuse to be bound by this new proposal BUT

This will not solve the EFL financial problems it will just move the level higher again. There needs to be tight restrictions on spending so that clubs can't just be run into the ground or used as a plaything.

I am glad that some supporters groups (incl. some from the big 6) came out and said that they are aganst thte proposal. It may make the clubs think at least a bit.
