The reduction to 18 teams is actually a very minor aspect of the proposals

The Big clubs getting to control Prem votes and not be outvoted by the smaller clubs is the main one.
Though sadly if you go begging for someone's money because you're desperate you expect them to set the conditions, and these days all English TV money is generated by the rights to watch six teams. All the others are basically valueless. You could replace Wolves with Rochdale, for instance, and Prem TV rights would be worth just the same as long as the 'Big Six' are in there.
