What do you expect these people to do? Spend two weeks in isolation, with all the financial consequences of that, because there is an (often small) chance that they might have a virus, which is not very dangerous to them anyway?
Because that was never going to happen. It's not necessarily because they don't give a s**t, for many its just not a realistic option. They still have to pay rent, buy food and care for children.
The strategy is a complete failure for not taking this into account.
