It was introduced a while ago...

...was brought in to appease some clubs who questioned why they were having to pay for the sale of away tickets (I guess staffing and postage) - it's 5% of the ticket cost.

Assume that percentage was enough to stop the moans, should be really as it's £3k for selling out a 2,000 away end at £30 a pop!
