Presumably Ipswich bigger than Norwich too?

I tend to take a more current view of the situation and view it as something that can change over time.

Blackburn were clearly a much bigger club than Norwich pre-second world war. Since then, other than the Jack Walker era, and even then only really 91 - 2000, it's either been similar or Norwich have been bigger.
