No Premier League club or any other club can make specific offers to one of our contracted players unless given NCFC permission and a fee agreed. Last I heard Webber said there were no firm offers of interest to NCFC.

Maybe another club can have a general discussion with his agent but that is a long way short of an "offer" unless the interested club is going to meet the fee required by NCFC. NCFC hold the registration and only need to release it on their own terms unless Aarons has a release clause in his contract, which is very doubtful.
