I'm a bit confused by what you are getting at?

There was a global shortage of ppe. This is a part of the original point about needing to put what happend here in context with what's happening elsewhere. That was s**t here, but it was s**t everywhere... And we seemingly did resolve it quickly.

Are you implying other major western nations didn't have ppe issues? Im not sure what you are referring to in 2016 which made the situation worse... But should you be blaming the government under Cameron or May (depending when this thing happened)?
