The problem is though that the govt had continuted to deny there is a problem

The deputy medical officer stood up last week and said that there is no shortage of PPE just issues with deliveries. If they actually acknowledged there were issues and were specific about the measures being taken perhaps people would have more confidence that they were trying to sort it rather than ignore it.
