I know - that's what I really can't fathom.

It seems to be pretty voluntary - friend's son and girlfriend came back from France/Italy borders and were told to quarantine - they have, but given the idiocy levels here they're probably in the minority. What happened to the spraying people down at airports that was done with SARS?
