To be fair (and I have no idea as this may all just be about Cummins control) it does

make sense for there to be much more joined up thinking between the key departments in government and it can't be particularly helpful for every department to have its own team of special advisers or to have regular power struggles between departments.

So I can see some clear arguments for cutting down the number of special advisers and taking a more coherent approach.
