I think that article is very biased.

If the current system has been so terrible then why is the PL one of the most popular Leagues in the world in terms of world-wide interest
The reason there has been such an influx of foreign investment is because of its world-wide popularity.
While TV money is important, it's the financial investment that has attracted the big name players, that has attracted the interest.
I also think the fact the quality of the league is high, spread among more teams than any other comparible League. A lot of leagues only have one or two quality teams.
I accept that a club like Norwich will be unlikely to win the League but you can't dismiss how successful the PL has become.
