Oxford comma; did NCFC get it wrong?

A while back a home shirt was released with lettering on the rear of the collar - namely 'On The Ball City' (no comma)

Did they monk it up? (the song has a comma) or did I spend a season foomin (at the wearer in front of me) for no good reason?
