It’s not harmless and it’s illegal.

I’ve had have numerous (admittedly and luckily minor) collisions with cyclists whilst out running on pavements. I’m also a cyclist who has been knocked off my bike by a car, twice. Keep cyclists on the roads and they can do what they like as far as I’m concerned.
