OK, you're just moving the decision line a bit further forward (there's still a precise cut-off point between being allowed and disallowed) but it does mean that everything that IS disallowed can be agreed by everyone to clearly be so, and we aren't ruling out what pretty much everyone watching agrees are OK goals.
