Ashton going nowhere?

I was reading an article last night which stated it was not possible for another team to buy Ashton until January at the earliest due to 'new rules'. I think it was a Newcastle site. I will look for a link, but anyone know what rule this refers to?

I had heard that you couldn't move for a fee twice in one season, but is this now twice in 12 months?
