I’m not blaming the prem I’m blaming the PGOML or whatever they are

For making it their own set of rules and not following the guidance there has been since August.

I do blame the prem a bit for giving them too much leeway though. They should have been told they have to do it like this, not given discretion to work out there own bespoke protocols.
