an attacker running at normal speed can advance 1mm in 1/6000th of a second.
If the decisions are being made over just a few mms, then for there to be consistency, the exact moment the ball is kicked has to be accurate to thousandths of a second.
Which is impossible, not least because the ball being kicked is a process which takes longer than that to occur.
