PL2 is actually nothing to with the PL though

Why would the actual PL ever agree to divide their money further to yet another 20-odd clubs? - that was the whole point of it being set up in the first place.
The PL2 idea being discussed is simply the Championship clubs breaking away from the rest of the EFL (as the Division One teams did in 1992) to form their own league and keep pretty much all the EFL TV income, such as it is, to themselves (i.e. not see any go to L1 and L2 teams).
