I think it works both ways and in that sense I suspect that many within the NHS are not

anti some of these stories coming out as they will feel it focusses attention on the need for more resources.

Had Johnson just looked at the photo straight away and responded in the way he eventually did (which actually was reasonably natural) then the whole episode would not have blown up as it did though!
